Romney wins popular vote, but Obama wins Electoral votes?

Since the Gore game, 9 states including California have enacted the National Popular Vote act in which distribution of who gets the electoral votes depends on who gets the popular vote.

Democrats can WISH that obama could win the electoral vote, but not if states like Maine, which is a popular vote state, California which is also, and 7 other states get suddenly jerked out of obama's vote and shuffled into Romney's.
 
Happened in 2000, Gore won by a half a million votes but republicans didn't seem to bitch about it then, maybe this time they will get behind efforts to circumvent the electoral college on a state-by-state level.

Nothing changes unless a number of states representing a majority of electoral votes moves to join the others in awarding their votes to the popular winner.

I think you misunderstand. The 9 states that have legislated the National Popular Vote Act have done so under their state constitutions as an exercise of state power. All 9 are BLUE states which wanted a hedge against what they saw as the injustice of the Gore loss.

They just could not think past being a democrat and never imagined that a republican would win the popular vote.
