First, "exonerated" would mean that Manafort stood trial and was found "not guilty" by a judge and/or jury.
Second, if you look at the current indictment, many of Manafort's crimes were outlined as having taken place from 2014-2017.

Rosenstein advised Trump to fire Comey....so how can Mueller charge Trump with obstruction since his boss, Rosenstein, would have to be considered a witness and a co-defendant? Rosenstein also signed at least one of the FISA warrants knowing full well the dossier was a Clinton creation and clearly an act of collusion with the Russians...the exact opposite of this farce they're hassling Trump with. Rosenstein is also the one who advised Sessions to recuse himself, which lays the foundation of conspiracy to overthrow the President of the United States.
