Red Congressional Wall?

I'm seeing this thesis more and more often from both sides of the aisle but I'm not sure I buy it. Here's the postulates of this thesis:

Congressional seats have been moving from blue to red states more rapidly since roughly 1970

Reelection rates are about the same for both parties and varies little in presidential vs. mid-term elections.

Republicans tend to do slightly better than expectations in getting out the vote during the mid-terms.

Democrats concentrate so much on the presidency that their state machines increasingly do not exist outside of blue/purple states as opposed to barely there for the Republicans.

Is this assessment accurate?
