When you consider that white americans make up around 70 percent of the population and black americans make up around 12 percent, the numbers are really skewed there huh?

First, I find it strange that the wording of the proposed bill is very difficult to access. That raises a red flag for me.

That said,

The excuse that the need for this kind of legislation is patently dishonest though. From what I can tell with 10 minutes of research is that this happens relatively frequently. Apparently there are more than 17,000 rapes in the U S a year where a pregnancy occurs. The woman carries 3 out of 4 to term. That is NOT an insignificant number. I was shocked that so many rapes end up in a birth of a child. Most states have legislation stripping rapists from anything but contributing by force to pay for the rearing of the child. Why not in Iowa is a fair question.

7 to 1, white outnumber blacks in America.
6 to 4, whites commit sexual offenses as compared to blacks.

So percentage wise, a greater number of blacks commit sexual offences than whites do.

See if you can follow this, (not that you will, because you are blind with hatred), for every 700 white men you pass in a store, 6 of them will be sexual predators, for every 100 black men you pass in a store, 4 of them will be sexual predators,(now those aren't the exact numbers, I know that, but it's as good a representation as anything can be.)
