Not at all surprising, given the factors listed in the article.

Teachers have far more contact with children than clergy, spending six to seven hours per day in their presence. As the article describes, teachers are now being encouraged to talk to children about all manner of sexual practices, including practices the children's parent might find abhorent. Why would adult-child sex not fall into that category?

And it isn't swept under the rug when a teacher is caught.
