Since the food supply is a national security issue, some subsidies, to ensure a sufficient food production capablilty for the U.S. to be self-sustaining, is a good and necessary thing. I would not include sugar production as one of the necessary foodstuffs to subsidize.

Quite likely. I was being a little flippant. But the actual point is that due to the national security importance, the door at least should remain open for subsidizing staple foods (regardless of whether or not they're necessary.
