I was surprised that Base Security wasn't all over his ass in a second. Miscommunication? Most likely crashed one of the chained and padlocked access gates, no security, and it took them a while to figure out exactly where he was even while he was being tracked from above. Maybe being extra cautious thinking possible suicide bomber vehicle.
