I signed these two petitions today:

Dear NCAA: My Mom Is a Rape Survivor and You Can Help
Dear NCAA: Create a policy that bans violent athletes

My comments:
"My hearts breaks reading this petition. By signing it, I hope this helps support healing and recovery, correction and restitution. Rape is not accidental and can be prevented 100%. The first step is uniting in awareness and understanding this is not acceptable. Thank you!"


but the SECOND petition makes ME look like the "bad guy" compared to the video linked to it
Urge Congress to Support Rape Survivor Rights!



I've even proposed that perpetrators convicted of rape pay restitution to victims by working jobs to pay for their houses and education or day care while they recover; and/or face deportation and trading places with immigrants on the waiting list for citizenship and go work in a prison sweatshop for trafficking children.

If people sign AGREEMENTS to accept responsibility for the costs of any crimes they commit,
in order to gain privileges upon turning 18 and becoming a LEGAL citizen, then maybe natural born and naturalized citizens would have the same rights and responsibilities -- based on behavior not just birth.

(A) A crime is a crime. Reporting a crime to the college rent-a-cops is a very poor choice. Notify the Real Police. If I were emperor, there would be no college "police." They are little more than a device to enable colleges to avoid embarrassment for criminal activities on campus.

(B) Congress has no role in this issue whatsoever. Read the Tenth Amendment. Believe it. Burn that petition.

(C) The NCAA is a profit-generating business and not a law-enforcement agency. As a general proposition, no one should be punished for being accused of a crime, no matter how heinous the crime. However, in case of a felonious accusation, the pertinent coach and the college A.D. should immediately conduct an investigation, and if the accusation is not specious on its face, suspend the player pending results of the criminal matter.

(D) In their attempts to be relevant and to add to the Victim Class, Wimmin's advocates have expanded the definition of "rape" and "sexual assault" to include activities that are not legally criminal, but are merely boorish and inconsiderate. If they can expand the definition broadly enough, EVERYONE can claim victim status. Someone playfully grabbed my ass in the Men's locker room once; does that make me a "sexual assault" survivor?

(E) Whoever composed the line, "Rape is not accidental and can be prevented 100%," is an idiot and should be censured.

I agree with what you posted DGS49 EXCEPT for censuring the last line that I WROTE BELIEVE and STAND BY

We as a society cannot sit back but must hold people accountable for rape as a Conscious choice
and not some act of passion or aggression that cannot be prevented.

Nobody accidentally sticks their penis or some other object into another person.
This CAN be prevented and has to be taken seriously where the offenders are made to pay restitution.
Otherwise people will not take conscious actions and make choices to stop rape.
 
I am doing more research into restitution for rape. This is what I found so far.
Any more links or resources? Can anyone recommend any progress in this area?

In this case, restitution was limited to 8,000 because of the offenders inability to pay.
So what kind of precedent is this? that if you cannot pay the damages you can get away with causing irreparable harm. What?

This says federal courts don't have authority to order restitution. What level of law does this need to be specified on, state laws?
