MADISON, Wis. — Prosecutors believe Wisconsin Gov. Scott Walker, a potential 2016 Republican candidate for president, was at the center of a nationwide “criminal scheme” to illegally coordinate fundraising with outside conservative groups, according to previously secret court documents released Thursday.

The documents were filed as part of an ongoing lawsuit challenging the probe by the conservative group Wisconsin Club for Growth. They were ordered publicly released Thursday by a federal appeals court judge after prosecutors and the Wisconsin Club for Growth did not object.

One of the filings from prosecutors outlines previously unknown details about the investigation that began in 2012 as Walker was facing a recall election.

“The scope of the criminal scheme under investigation is expansive,” lead investigator Francis Schmitz wrote in the Dec. 9 court filing. “It includes criminal violations of multiple elections laws” including filing false campaign reports, he wrote.""

Democrats have been trying to impeach, prosecute, drag down, lie about, and generally harass Gov. Walke ever since he put the government workers' unions in their places.

They are especially enraged over the fact that, when they tried to hold a recall election against him, he won it by an even greater margin than in his original election to the Governor's office.

Sounds like the whiners are still at it, digging and inventing any charges they can.

How the fuk is it illegal for a republican to coordinate a campaign with "outside" conservative groups? Outside what? When Al Gore was caught soliciting donations from Bhuddist Nuns from the freaking White House everybody laughed.

The allegations by five county district attorneys, released as part of a federal lawsuit over the investigation into Mr. Walker, his aides and the conservative groups, suggest that Mr. Walker’s campaign expressly coordinated with the outside groups, including Wisconsin Club for Growth, to the point that campaign advisers also controlled some of the groups.


In the federal lawsuit, the Wisconsin Club for Growth sought an end to the investigation. In May, a federal judge, Rudolph Randa, halted the investigation, and that decision is now under review by an appellate court.

If the appellate court allows the investigation to be re-opened, that bodes very badly for Walker's chances in 2016.
 
Even if he did illegally cross the line to Rove and other PACS, I have a hard time seeing much penalty beyond fines. And, I sort of doubt this is much of an issue in his campaign to be reelected governor. It may damage him in a gop primary, at least in terms of people initially unwilling to donate because they don't want to waste money on a guy with damage. And, that's unfortunate, because he's not a loon on social issues, but rather just a smaller govt, pro-biz conservative.

In the case of a politically charged John Doe probe into dozens of conservative targets, we often forget it took six top prosecutors to expand this secret investigative dance.

Well known by now are:

* Milwaukee County District Attorney John Chisholm, the Democrat who launched the so-called John Doe II — really, it appears, just a continuation of a lengthy John Doe investigation into former aides and associates of Republican Gov. Scott Walker when Walker was Milwaukee County executive — in late summer 2012. Chisholm’s two henchmen, assistant DAs Bruce Landgraf and David Robles, were also heavily involved.

* Francis Schmitz, the former assistant U.S. attorney brought in to serve as the John Doe’s special prosecutor.

Each prosecutor is now a defendant in a civil rights lawsuit filed in federal court by conservative activist Eric O’Keefe and his Wisconsin Club for Growth. The complaint alleges Chisholm, the assistant DAs and Schmitz, as well as a shadowy for-hire investigator by the name of Dean Nickel, violated the First Amendment rights of conservative-leaning groups.

The secretive John Doe procedure, which has featured what sources have described as “paramilitary-style,” predawn raids on the homes of conservative targets, has operated under a theory that Wisconsin Club for Growth and groups like it may have illegally coordinated with Walker’s campaign during the state’s partisan recall drives of 2011 and 2012.

MADISON, Wis. (WSAU) -- A judge has quashed subpoenas and ordered the return of property to the targets of a secret campaign-finance investigation involving Gov. Scott Walker.


A Wall Street Journal report says Judge Gregory A. Peterson ruled Friday some of those subpoenas were improper. Peterson is overseeing the so-called John Doe investigation into Walker's campaign and more than two dozen conservative groups.


Peterson wrote they "do not show probable cause that the moving parties committed any violations of the campaign finance laws.''


His opinion remains under seal but the Wall Street Journal obtained a copy. Judge Peterson said he could not comment on the case.
