Yeah, and my guess is that his administration is gearing up to come out with a flurry of activity as quickly as it can, before the pretty sizable opposition can get its feet set.

One way to do that would be to give his cabinet and top people a lot of autonomy - that's what a manager does - and just stay on top of what they're doing. That would increase the speed.
