You don't understand what an EO is. They are a way for the president to explain HOW he is going to enforce the law and are an inherent part of the job since there is no one correct way to enforce a law. As such an EO only applies to the executive dept.

Obozo doesn't issue EOs. He writes laws and calls them EOs, as when he started a program to give millions of illegals a certificate telling them they can work here and live here even though the law says they can do neither. Same thing when obama rewrote obamacare .
