The POTUS can't spike (or drop) gas prices anyway, even if he wanted to. Oil doesn't work that way. The price of petrol has nothing to do with the POTUS.

No, they cannot. Other than passing federal excise taxes but the price of oil (and hence gasoline) is determined by the fluctuations of the international oil market as a fungible commodity.

Canada's experiencing the exact same price drop so feel free to 'splain to the rest of us how O'bama and Congress do that.
 
It's possible- see W Bush deregulating and allowing out of control speculation, over $4.00 prices just before his whole corrupt contraption collapsed...

I cannot find the video. Probably because it has been taken down.
Obama was being interviewed and on energy explained that his proposals would "necessarily bankrupt the coal industry"....He also said "he would be comfortable with four dollar gasoline"
Obama is 100% opposed to fossil fuels. He has this pie in the sky notion that if he can with the stroke of a pen force us to use other energy sources.
Not satisfied with the pace at which research and development of alternative fuels, Obama wants to ram "conservation" down our throats with a domestic energy policy that can never work, but as long as we're being fleeced at the pump, he's ok with that.
