Bush Jr. did the pardon to stop the trivial lawsuits in their tracks. And this was a very trivial lawsuit and had nothing to do with his actual crime that got him in trouble with the Supreme Court in the First Place. Jones kept going back to the well numerous times and collecting more and more money. Bush Jr. put an end to that.
