By limiting the actions of others, the State can protect your liberty and ability to act. That is the foundation of all just law: the restriction of liberty to protect liberty and rights. Prime examples include laws against homicide and laws requiring transparency in the market.
The state's role is to prevent aggression; which, by definition, is an infringement upon the liberty of another. Stopping aggression and providing redress to victims isn't limiting of any liberty of anyone, who didn't first infringe upon someone else's.
Having laws against murder doesn't "limit" it in any way.
