    If that is bunker fuel, it doesn't burn so well. In fact, it doesn't do anything well but stick to everything. Ruined a wet suit a long time ago working on a ship that was leaking that stuff.

    Also, there is the cargo, the hazardous material, to consider. Would have to have a haz-mat ruling on how burning the fuel would affect the cargo.
