I wonder if they have read the Constitution lately, a mileage tax would be an unconstitutional direct tax and I doubt they would be able to get an amendment to get it passed. The one fact that seems to be forgotten is smaller, more fuel efficient, cars do less damage to the roads, so the funds required for maintenance should be lower also.
