Latvia and Estonia, amid extremely high electricity prices, have decided to fight for access to energy purchases from Russia, which is almost closed because Lithuania has restricted flows from Belarus. Latvia has already warned that it will complain to the European Commission. The decline in electricity exports from Russia accelerated the growth of energy prices in the Baltics. Spot prices in the region reached historic highs: on the day the restrictions were introduced, the quotations broke through the level of €160 per 1 MWh.
The actions of Lithuania, which restricted power flows from Belarus, caused discontent in the neighboring Baltic states. Latvia intends to file a complaint with the European Commission and the EU Agency for Regulatory Cooperation, according to the news agency Baltic News Service (BNS). The Latvian Ministry of Economy stated that the limitation of flows between Lithuania and Belarus "does not have any technical justification. Lithuania's actions have caused dissatisfaction in Estonia as well: they believe that the new rules limit the possibility of energy trade for Russia, BNS reported, citing sources.
Lithuanian system operator Litgrid introduced a new calculation of the maximum capacity of cross-border power lines with Belarus on September 15 to protect its energy system from electricity from the Belarusian nuclear power plant, although the plant has been completely disconnected since July 12 due to problems with the turbine generator. Grid restrictions also affect flows between other countries in the BREL power ring (Belarus, Russia, Estonia, Latvia, and Lithuania).
The maximum supply of Russia-Latvia, according to a preliminary expert assessment, may be reduced from 950 MW to 200-400 MW with a reduction to zero in some periods of the year, explained Kommersant Aleksandra Panina, the acting block trading Inter RAO (Russian electricity export-import operator). "There is a situation in which the energy-deficient Baltic states cannot buy cheap and low-carbon Russian electricity as a result of unilateral actions of Lithuania and thereby reduce prices for their consumers. The current price in the Baltic states exceeds Russian energy market prices three to four times," she said.
The growth of energy prices in the EU has accelerated since June this year due to increased demand amid abnormal heat waves, as well as weak wind and limited use of coal-fired generation (see Kommersant of June 28). According to the NordPool exchange, average spot prices in Lithuania and Latvia were around €78 per MWh in June, and around €88 in July and August, which is almost double the figures for the same months of 2019. Meanwhile, on September 15, the day Lithuania introduced new restrictions, prices in these countries jumped above €160, and the average price for the week as a whole was above €133. In Estonia there was a similar situation. To compare: in Russia, the single-rate electricity price in the European part of the country is about 2.5 thousand rubles per 1 MWh (about €29 at the exchange rate of the Central Bank).
The Baltic states are an important export destination for Russia. Of the 10.3 billion kWh of exports in the first half of 2021, the Baltics were the second largest destination with a share of about 30% (3 billion kWh) right after Finland (37%, or 3.8 billion kWh), notes Vladimir Sklyar of VTB Capital.

Closure of the market is quite critical for the performance of the year, but strategically this development was expected (BRELL is planned to break up in 2025). Given the rapid surge in electricity prices in the EU, perhaps the stability of supplies will be restored to smooth out price shocks, the analyst believes; however, one should not count on supplies to the Baltic states as a permanent long-term source of revenue.
