Currently if you do nothing you stay where you are, the proposed change once again takes away your choice.

As to your question I've read the entire bill as passed multiple times, have you ever wondered why they tacked Student Loan Legislation into it?

Then you must know that auto-enrollment is an option, and that notifications are required, and that this idea you're talking about is only an idea.
