CBO came to the figure they did by circular reasoning. They assumed gov't spending created jobs. Ergo they plugged in the amount of spending and came out with a jobs number. IT was completely made up. They state this i the paper they published on it.
The economy would have done much better, shown much higher growth without the stimulus.
You are such an idiot. The spending went to extending unemployment benefits and tax cuts, not job creation itself. The ext of unemployment and tax cutting is what created jobs.

Every family, every community and every business needs infrastructure to thrive. Infrastructure encompasses your local water main and the Hoover Dam; the power lines connected to your house and the electrical grid spanning the U.S.; and the street in front of your home and the national highway system.

Once every four years, America’s civil engineers provide a comprehensive assessment of the nation’s major infrastructure categories in ASCE’s Report Card for America’s Infrastructure (Report Card). Using a simple A to F school report card format, the Report Card provides a comprehensive assessment of current infrastructure conditions and needs, both assigning grades and making recommendations for how to raise the grades. An Advisory Council of ASCE members assigns the grades according to the following eight criteria: capacity, condition, funding, future need, operation and maintenance, public safety, resilience, and innovation. Since 1998, the grades have been near failing, averaging only Ds, due to delayed maintenance and underinvestment across most categories.

Now the 2013 Report Card grades are in, and America’s cumulative GPA for infrastructure rose slightly to a D+. The grades in 2013 ranged from a high of B- for solid waste to a low of D- for inland waterways and levees. Solid waste, drinking water, wastewater, roads, and bridges all saw incremental improvements, and rail jumped from a C- to a C+. No categories saw a decline in grade this year.

The 2013 Report Card demonstrates that we can improve the current condition of our nation’s infrastructure — when investments are made and projects move forward, the grades rise. For example, greater private investment for efficiency and connectivity brought improvements in the rail category; renewed efforts in cities and states helped address some of the nation’s most vulnerable bridges; and, several categories benefited from short-term boosts in federal funding.

We know that investing in infrastructure is essential to support healthy, vibrant communities. Infrastructure is also critical for long-term economic growth, increasing GDP, employment, household income, and exports. The reverse is also true – without prioritizing our nation’s infrastructure needs, deteriorating conditions can become a drag on the economy.

While the modest progress is encouraging, it is clear that we have a significant backlog of overdue maintenance across our infrastructure systems, a pressing need for modernization, and an immense opportunity to create reliable, long-term funding sources to avoid wiping out our recent gains. Overall, most grades fell below a C, and our cumulative GPA inched up just slightly to a D+ from a D four years ago.
 
Decaying infrastructure costs U.S. billions each year, report says

As Congress debates how to meet the nation’s long-term transportation needs, decaying roads, bridges, railroads and transit systems are costing the United States $129 billion a year, according to a report issued Wednesday by a professional group whose members are responsible for designing and building such infrastructure.

Complex calculations done for the American Society of Civil Engineers indicate that infrastructure deficiencies add $97  billion a year to the cost of operating vehicles and result in travel delays that cost $32 billion.

“If investments in surface transportation infrastructure are not made soon, these costs are expected to grow exponentially,” the ASCE said. “Within 10 years, U.S. businesses would pay an added $430 billion in transportation costs, household incomes would fall by more than $7,000, and U.S. exports will fall by $28 billion.”

Deterioration of the U.S. transportation system has been likened to an iceberg, with just the tip of an enormous obstacle to economic growth showing above the surface. The ASCE report contends that infrastructure failure already is dramatically affecting travel and commerce.

It is the latest of several reports to predict dire consequences if the nation does not swiftly address the need to rebuild 60-year-old highway systems and rail lines often far older than that.

In May, a report by the Urban Land Institute warned that the United States is falling behind three emerging economic competitors: Brazil, China and India. The institute’s report put in global perspective an issue addressed last year by 80 experts led by former transportation secretaries Norman Y. Mineta and Samuel K. Skinner. That group concluded that as much as $262 billion a year must be spent on U.S. highways, rail networks and air transportation systems.

The ASCE report predicted that without infrastructure investment, 870,000 jobs would be lost and economic growth would be stifled to the tune of $3.1 trillion by 2020. To avert that, the report says, will require an investment of about $1.7  trillion by 2020. It estimated the gap between what is being spent and what needs to be spent at $94 billion a year.

“The link between a nation’s infrastructure and its economic competitiveness has always been understood,” said Kathy J. Caldwell, president of the ASCE. “But today, for the first time, we have data showing how much failing to invest in our surface transportation system can negatively impact job growth and family budgets.”

Thomas J. Donohue, president of the U.S. Chamber of Commerce, said the necessary spending was “not just transportation for transportation’s sake.”


“Without more robust economic growth, the U.S. will not create the 20 million jobs needed in the next decade to replace those lost during the recession and to keep up with a growing workforce,” he said.


Ultimately, Americans would get paid less, the ASCE report says. The economy would lose jobs, and the paychecks of those who are able to find work would be cut by nearly 30 percent.

The cost of a crumbling transportation system was described by Steven Landau of Boston’s Economic Development Research Group, which did the research for the ASCE.

“Business will have to divert increasing portions of earned income to pay for transportation delays and vehicle repairs, draining money that would otherwise be invested in innovation and expansion,” Landau said.

Come on Billy, that claim is nonsense! TARP had more to do with rescuing the economy than the first Obama Stimulus did. The fact is that when the stimulus came to pass unemployment kept going up...topping out at over 10%. The stimulus that was managed by Harry Reid and Nancy Pelosi turned into payola for liberal groups that supported Democrats. It was such a bad job creator that the Administration had to come up with a new economic statistic "jobs created or saved" to hide how few jobs they actually DID create for the nearly trillion dollars it cost the country. When Barry tried to get a second stimulus through Congress that was basically a watered down version of the first stimulus...he couldn't even get Democrats to vote for it. THAT is how badly those three idiots handled a stimulus program!

As for the CBO go read their report. It's right there in black and white. They assumed governemnt spending of X created Y number of jobs and just plugged numbers in. There is no proof beyodn that. It is there in their report.

Billions was spent on infrastructure from the stimulus package. Unfortunately it was not nearly enough. Republicans on the other hand haven't done jack shit in this reguard.
Billions were wasted. Why was money spent on turtle bridges and skateboard parks when there are crumbling bridges in Ohio? Who made those decisions? It wasnt the GOP. They had no power in that period.

It said 5.5 billion yet couldn't even define what waste meant. It was written by a goddamn republican which means he cited certain expenditures that he personally thought were wasteful. Not only that but he likely made shit up or exaggerated a lot of it. It is BIASED. How would you feel if I cited a positive report written by a dem on the stimulus? It astounds me how you people lack a basic understanding of tax cuts. Every dollar lost in revenue is one more dollar the gov must borrow for government spending. Revenue is what pays the bills. How do you people not get that?
