18 U.S. Code 1597, makes it a crime to "buy votes."
For instance, a candidate cannot walk up to you and say, "I'll give you $50, if you vote for me in the upcoming election." They can say such things as saying "a chicken in every pot," as well as other silly stuff, but that's not actual currency.
You can freely donate your hard-earned, or not-so hard earned dollars to your favorite political action committee, but your candidate is not supposed to be allowed to give you money to vote for him/her.
Thus, I'm thinking that this may be a violation of 18 U.S. Code 1597.
