2) Personal responsibility is not the responsibility of government
3) Military and national defense are the responsibility of the federal government, but that is not the issue here

I don't think this is completely a bad thing! Health insurance is pretty much a must have, but COBRA is way too expensive, esp for the unemployed. At least you know the money is going to something worth-while!
