1) If the DPRK nuked Japan, that'd be the last thing they ever did.
2) This is problem is mainly in China's lap. They fear 25 million starving North Koreans fleeing north across the Yalu river in the event of war or a collapsed regime more than they fear anyone else. It's one reason why they hesitate to take down Kim, but they also fear Kim going rogue with nukes.
3) Knowing this is one reason why the US hesitates to do anything about Kim, except for sending messages to China to fix it.
