Ronald Reagan assumed a budget which was set to completely settle the national debt.....about $1,000,000,000,000. What did he do?? He slashed tax rates for rich people to pre depression levels, continued to spend like a drunk sailor and quadrupled the national debt.
Bill Clinton took over after Bush41, raised tax rates, trimmed spending and balanced the budget by the sixth year into his two terms then after the last three years had a surplus of nearly $400,000,000,000. The money was used to buy back debt. The reason that path was taken was because it was a way to save more money by saving the interest which was expected to be paid on that money.
George W. Bush(the cowboy wannabe) spent his first two years in office cutting tax rates for the rich again, 2001 and again in 2003. Then he started two wars, one totally unnecessary and doubled the national debt again.
About two trillion dollars of Obama's debt has been used to pay interest on the Reagan/Bushes debt.
