A federal judge in Louisiana held the Interior Department in contempt late Wednesday, citing the agency for “dismissive conduct” by blocking offshore oil drilling during last year’s Gulf of Mexico oil spill.

Judge Martin Feldman of the U.S. District Court for the Eastern District of Louisiana last summer blocked the Obama administration’s first attempt to place a moratorium on offshore drilling, only to have Interior come back with a second ban.

Appeals court gives Interior reprieve on deepwater drilling permits - The Hill's E2-Wire

The U.S. Court of Appeals for the Fifth Circuit granted a stay of the order while the case is under appeal.

Judge Martin Feldman — a Louisiana district court judge — in February ordered Interior to make decisions on five pending Gulf of Mexico permit applications by mid-March, and later ordered a decision on two others by March 31.

But Interior appealed the orders in early March, and asked the court for a stay pending appeal, warning that complying with the order might force the department to “deny the applications outright” and divert resources from review of other permit requests.

Three appellate judges blocked Feldman's order pending appeal without comment Tuesday.

One need only look at the Deepwater Horizon well. Oil was found, but it was capped, not put on the market. It was capped improperly and it exploded and the force with which the oil escaped gives you an idea of just how plentiful the find was. But again, men were not being employed to bring that oil to market before it exploded. This was due to the policies of the oil monopoly, not Obama. Please show where Obama forced BP to cap the Deepwater Horizon well before it exploded!

Usually an exploration well, like the one at the Macondo site, is not used for production. Those wells are drilled later after the oil field engineers finish with their projections about the oil field. The fact that BP has used these exploration wells later on for procduction might be one of the factors that led to the disaster.

The Total and Chevron executives didn't go as far as to say the well design caused the blowout that destroyed the Deepwater Horizon, killing 11 men and triggering an oil spill of almost five million barrels. It is impossible to say why the disaster happened when most investigations have yet to reach a conclusion, they said.

BP's internal investigation concluded that well design played no part in the accident.

Cohagan said BP designed the Macondo exploration well so that it could also be used to produce oil later, thus saving the cost of drilling another well on the same field--something Chevron doesn't do.

Because it doesn't use exploration wells for production later on, Chevron can use more steel liners and a greater number of larger physical barriers that improve the safety of the well
