The troops being sent will not and cannot perform law enforcement functions, however there are plenty of other things, including border defense, they can do.

i suspect that what the CNN source actually said was that the President has ordered duties that would have violated Posse Comitatus and it was explained that that could not happen, so legal orders of appropriate duties were then issued.

Active Duty Troops were present at Waco. The Alphabet Soups didn't have the support equipment they thought they needed so it was provided by Ft. Bragg. It was delivered by Active Troops and turned over to the various Alphabet Soupers. The Federal Troops went off and played cards and just goofed off. They could have done more like transport, mess duties, etc. but they were barred from actually joining in on the main line. Only the Guard and the Alphabet Soupers could do that. I can see 2500 active duty doing support for the border and even then, they would be getting in each others way. But sending 15,000? That's a lot of poker, Black Jack, Spades and Pinochle games. And a whole bunch of millions spent on them to do absolutely nothing.
