The fact that she got so close shows me the Israeli police were trying to NOT shoot her. She forced them. No it isn't. In the UK the use of lethal forced must be authorised by a senior officer and then the task is carried out by a specialist armed response unit. And very rarely is the permission refused as civilians could be hurt. Sometimes a taser does not work on someone high on drugs and only a debilitating shot stops them. How many people have been killed/shot by ARG that were not armed because they ignored an order to lie facedown with their arms outstretched

Standard operational practise is to wait until the area is secured and there is no possibility of a secondary weapon/suspect. This is why there is always an enquiry when there is a death in these circumstances. I have never yet heard of an enquiry that went against the action taken to preserve civilian life.
