Israel is doing everything it can to ethnically cleans the Palestinians from area C. Israel cannot politically get away with just put everyone on trucks and carry them away.

Israel evicts them under the radar by preventing or destroying homes, and sources of food, water, and electricity. Unable to live without those necessities they move (on their own, of course) to one of the bantustans.

No one is Area C is unable to obtain food and water, so let's not be dramatic. There aren't even many issues with education and medical care, from my understanding. There are issues with electricity and with sewage and garbage removal.

So what do you think the solution to this problem is? Should Israel be expected to provide infrastructure to all 242 villages?
Perhaps the arab settlers should use all the billions of dollars they get for humanitarian aid for humanitarian aid and not for terror activities.

No matter how unreasonable the request by the Israelis for the proper papers, they will have the solar panels. The Israelis pretend that the building regulations of the occupying country take precedence over international humanitarian law. Such is the claim of the Israelis.

Why European Union countries bother to have dealings with such manifest snakes and scofflaws is increasingly indefensible. Count on the Dutch and other EU countries and humanitarian organizations to disregard what the Israelis say and judge their permits as meaningless.

Israel is stuck between a rock and a hard place here. If she incorporates any of these communities into Israel by assuming responsibility for them, she is accused of stealing land and has to deal with a hostile population. If she cuts them loose and turns them over to the PA, she is accused of failing to provide for the population.

Personally, I think she should do it anyway. Take all of the Area C communities she intends to keep and bring them all the way up to Israeli standards, give them Israeli citizenship, economic assistance, anything they ask for. Cut the rest loose and walk away from them.

But that pre-supposes a two state solution.

I believe there are some in Israel who are on the point of doing as you suggest but there are others, the majority I think, who will hold out for all of Judea and Sumeria to be incorporated into Israel. Your suggestion is not acceptable in any case to the Palestinians either because no occupied land should belong to Israel without and exchange of land with equal value and resources. This would be a pipe dream.

The issue could've been solved yesterday, with chipping in from Abass', Mashal's or even Arafat's personal bank accounts. Each one of them has billions.

However if we look at the situation from a wider perspective, we should remind ourselves of the PA debt to the Israeli Electric company. This is the only company that provides electricity for all sides.

At that time they agreed to pay 130$mil. with the condition of erasing another 130$mil.

Now is it good that there's this monopoly in Israel? Yes and No, it's a different subject. But even when an Israeli get a permit, which is mostly done by quotas, the deal is that You pay for the panels, and You produce Your electricity almost for free, because the rest of the electricity produced is 'resold' to the company.
Not many Israelis have those panels on their houses, I don't know any.

It has everything to do with it. All nations pay for debts that were accumulated by their govt. in their centers. Israeli's from a village in the north pay for the debt of Jerusalem and Beer-Sheba.

If my neighbor creates a high power electric system, and begins to circulate it without permission or professional QC, his next step is circulating this power along other neighborhoods. He didn't really create an isolated system, and he eventually will end up using a shared infrastructure.

This is very problematic for both sides.
The nationality of the guys who installed it is not relevant. It wasn't coordinated.
Why not put a fair amount of money, let's take the cost of 50 such systems, and invest in a good team of real lawyers instead?
Go directly to the privately owned IEC. This could solve it for much more Palestinians than just one village and at a lower price.

Why?
Because when You pay Your debts people talk to You differently.
And You're even able to create for them financial incentives to create projects in wider ranges than just being...a 'personal account'. The PA really has bad management, they manage their pockets better.

The thieving and destruction is seen by the Israelis as a benefit because it keeps the Palestinians beaten down and reinforces their claim of jurisdiction over the West Bank, including East Jerusalem.
