Nah, my hunch is these guys were trying to ambush or sneak up on the Israelis and they got taken out before they could do anything. I'm sure the Israelis have a few sentinels hiding inside the Palestinian border prior to military positions, looking for exactly these types of things .

I don't think Mustafa will be happy to die as a bird hunter, as opposed to a jihadist dying for Allah. Maybe he will still get his 72 virgin donkeys. Who knows.
