I was just trying to decide if I should report a threatening PM I got...I know the author's intent was to threaten me but since I don't feel threatened it seems kind of silly to report it.

Could be, threats are tricky, and many times it's the wording that determines if it is an actual threat. But even if you don't feel threatened, it's still a threat.
