A pirate that is backed by a government official or state apparatus is called a privateer. The ethnicity or religion of the government officials is irrelevant.



But all of this skirts the issue. Privateers directly attacking Americans is far different than getting involved in a contest between two foreign adversaries which have little to do with the interests of American citizens.
