    More than half of India’s power-generation capacity of 205 gigawatts is coal-based, and Coal India Ltd., the world’s biggest coal producer, is unable to produce enough owing to delays in getting environmental clearances for mining.

    In January 2008 he told the San Francisco Chronicle,
    “Under my plan of a cap and trade system, electricity rates would necessarily skyrocket. …
    Coal power plants, natural gas, whatever the plants were, whatever the industry was,
    they would have to retrofit their operations. That will cost money.
    They will pass that money on to consumers.”


    Facing stiff federal environmental regulations, coal plant operators are planning to retire 175 coal-fired generators, or 8.5 percent of the total coal-fired capacity in the United States, according to an analysis by the Energy Information Administration (EIA).
