The truth is LBJ was in fact pro civil rights. Go read Caro's biography of him and it comes through there.
Where the Civil Rights Bill failed was including public accomodation and labor contracts. Had they limited it to government business only the country would have been far better off.

The Civil Rights bill never would have passed without the efforts of LBJ. He sold the bill to the public, worked Congress and pushed all the buttons needed to get it into law
He also lost the South for his party
