Because of the massive size of Russian equipment....the lots and garages and storage buildings holding munitions....it requires a lot of honest soldiers to guard it all.

Enter the Ukraine War.
Russia has lost so many seasoned officers and troops....that their stockpiles ate at risk. Also Russia is going broke quickly. Their reserves will be gone next month.

What happens when nuclear weapons are unguarded or sold? To nations like Iran?

In Donbass our troops, developing a successful offensive,

completely cleared from the Nazi invaders of Stalino.
Our troops captured trophies, including a lot of guns, mortars, large stores of ammunition and various
military materials. Our troops, operating southwest of Konstantinovka, rapidly advancing forward, came to the town of Krasnoarmeyskoye. The enemy tried to hold on to this line, but was defeated
and driven out of the city by our tankers. At the airfield in Krasnoarmeyskoye captured 19 German airplanes. Captured also captured several railroad trains with military equipment of the enemy. Soviet pilots in air battles shot down 25 German planes.
Our aviation struck at enemy airfields. Dropped bombs, as well as cannon and machine-gun fire

Actually, most of those stories is pure BS. Another point is that most of the local civilians are Russians, too. And, what is even more important, Neo-Nazi Ukrainian groups are much worse (from the local point of view).
Anyway, there won't be any "territory with hostile population" until they reach Zbruch river. In the West Ukraine they will face some troubles. Previous time it took twenty years of terror to eliminate organized Banderovci bands in the West Ukraine.
