For example, Jerry Brown, when California AG, submitted an amicus brief in favor of incorporating the Second Amendment to the states, because it would provide guidance to State lawmakers when drafting legislation.

Unlike republican/conservatives and abortion, democrats and liberals see guns as a losing issue, the right of the individual to own guns is here to stay, they understand that and have moved on.

Republicans would be well-advised to follow suit with regard to abortion.

75% of gun homicides are committed with a handgun.

4% with rifles, all rifles, not just assault weapons.
5% shotguns.

This is likely why the proposed legislation does not address handguns, because to ban them would clearly violate the Second Amendment per Heller.

In a way it’s unfortunate that the bill will never become law, it would likely end up before the Court where a final determination would be made as to whether the AR 15 and similar rifles are weapons ‘dangerous and unusual’ or ‘in common use at the time.’

Considering the NY state law bans several common types of semi automatic handguns, we may see heller's first challenge there.
