Try reading the 14th Amendment, people of voting age who are not eligible to vote are not supposed to be counted for representation.

Trust me, I've been a census taker in 2000 and 2010. They don't send back the forms and usually enumerators have to chase them down and guess how many people live there.

So what Trump's question will do is make the Census more expensive by requiring more of those pain the ass guys who have to follow up on forms that don't get returned.
