Yes, but it may allow Obama a way to walk it back. Obama is seen, imo, as being willing to give up more just to get an agreement for legacy purposes. And, I don't think that's an unreasonable view. Israel is now totally without any input. It seems to me that Obama's hand with congress is strengthened if it's perceived as an intl agreement, with France's tougher stance accommodated. The French argument has been that setting a deadline for an agreement with Iran is counterproductive. Their argument has been that the rush to conclude an agreement by the end of March or any other date reduces the ability of the participating countries to negotiate a strong and verifiable agreement.
