Yes, but it may allow Obama a way to walk it back. Obama is seen, imo, as being willing to give up more just to get an agreement for legacy purposes. And, I don't think that's an unreasonable view. Israel is now totally without any input. It seems to me that Obama's hand with congress is strengthened if it's perceived as an intl agreement, with France's tougher stance accommodated. Iran certainly won't like that, but I think they're about as desperate for an agreement and end for sanctions as Obama is.
