House passes Ryan "budget"

The Ryan plan is unrealistic because it doesn't balance the budget until 2040. No future Congress is bound by the budget this Congress passes, therefore, the budget never gets balanced under the Ryan plan.

There is no "Ryan Plan." Ryan asked the CBO to calculate what would happen if revenues and spending happened to be at certain levels he specified and entitlement spending grew at a rate he specified. He doesn't actually have a fucking clue as to how to achieve that.

Discretionary spending includes both defense spending and nondefense spending—in roughly equal amounts currently. That combination of other mandatory and discretionary spending was specified to decline from 12 percent of GDP in 2010 to about 6 percent in 2021 and then move in line with the GDP price deflator beginning in 2022, which would generate a further decline relative to GDP. No proposals were specified that would generate that path.

The path for revenues as a percentage of GDP was specified by Chairman Ryan’s staff. The path rises steadily from about 15 percent of GDP in 2010 to 19 percent in 2028 and remains at that level thereafter. There were no specifications of particular revenue provisions that would generate that path.

Under the specified path, average real (inflation-adjusted) spending for new enrollees in Medicare would rise in coming decades but at a much slower rate than would occur under the other policy scenarios that CBO has analyzed (see Figure 2). [...]

The implications of that substantial cut in spending relative to the other policy scenarios are unclear, because they would depend on both the specific policies that were implemented to generate that spending amount and the ways in which the nation’s health care and health insurance systems reacted to those policies.

I really do hope all Americans take a close look at this budget proposal. The idiot Republicans are trying to cut taxes even more when revenue is at its lowest level in the last 60 years. They are brain dead, completely brain dead. And they're going to try to tell us that by cutting the top income tax rate from 35% to 25%, we will increase tax revenue. They are absolutely brain dead and do not understand basic math concepts. This really is scary shit folks.

Absolutely. It also encourages greater income disparity as the top 1% think there will be no penalty for extracting even more wealth from the American economy.

Ah yes...the usual progressive response when anyone with enough backbone to actually address the problems that ARE going to bankrupt the country puts forth proposals.

Ryan's plan does not "eliminate" Medicare. It does not give millionairs 6 trillion in tax breaks. It does not eliminate preventative health care spending. It does not eliminate energy efficient spending or Pell grants or transportation investments etc etc etc.

Here's the bottom line CHILDREN! We cannot continue to spend at the rate we are. It's unsustainable. We cannot do "nothing". That isn't a plan nor is it good policy. It's what this Administration has given us because we elected a man who voted "Present" whenever a tough issue came up. Paul Ryan is one of the few politician inside of the Beltway that is willing to risk political suicide to do the right thing and try to come up with workable solutions to both our long term debt and our struggling economy. If Barry had just a portion of the spine of Ryan he'd be doing the same thing. Instead he's kicking every political hot potato he can just as far down the road as possible. Being a "leader" means making tough decisions. Barack Obama has NEVER been capable of doing that.

Paul Ryan is one of the few politician inside of the Beltway that is willing to risk political suicide to do the right thing and try to come up with workable solutions to both our long term debt and our struggling economy.

What risk has Ryan taken in giving a big sloppy kiss to his base? I don't see any concessions to the other side of the aisle, nothing from Simpson-Bowles (which the very responsible Mr. Ryan voted against) that the right disliked.

The risk for him would be putting in deficit-cutting mechanisms that the left likes to balance those the right likes. Which is exactly what Simpson-Bowles was about. And, as we've seen, Ryan isn't quite courageous enough to go down that road.
