House may try to pass Senate health-care bill without voting on it

Republicans Battle Pelosi Over Plan to Pass Health Bill Without Traditional Vote

Democratic leaders are considering the option because many House Democrats don't want to cast a vote in favor of the Senate bill, which they oppose for numerous reasons. Problem is, the House must pass the Senate bill in order to move on to the package of changes intended to correct all the things about the Senate bill that House members don't like.

Under this tactic, the House could simultaneously approve the Senate version of the bill while voting on the package of changes. This would "deem" the Senate bill passed, though not directly show members voting in favor of passage.

so if I'm reading this right the pansy assed cowardly demoncwats don't want it known that they voted for the bill.. is that right?? omfg,:lol::lol::lol::lol::lol::lol::lol::lol:

“You go through the gate. If the gate’s closed, you go over the fence. If the fence is too high, we’ll pole-vault in. If that doesn’t work, we’ll parachute in. But we’re going to get health care reform passed for the American people.”

Pelosi meant it.

Damn right she did...they don't care about the Constitution OR what the people want.....the Troika are blinded by their leninist ideology and lust for power....

If they can get this Obomination pushed through they will have their socialist framework established for years to come.....

I hope the Democrats do what they have to do to get it past. After all, they are behaving no differently than Republicans always have. It's about time the prez stopped worrying about them. They just want to bring him down, even at the expense of the country.

Through their own admission they are nothing but obstructionists to this healthcare deal. Now they're whining and snivelling about it. Like John Bonehead was this morning.

We spend good tax payer money on your education,, why can't you say "passed"? and you can stop with the whine "they just want to bring him down"" cry us a river. remember the last eight years! boo fucking hoo!

It is legal...and it's constitutional.

Yup, it sure is.

And that's what happens when you have a bunch of whiners on the other side anouncing that they're gonna throw every up possible roadblock they can.

Sorry, but it most certainly is not constitutional to deem a bill passed without a vote. Please show me where that is allowable in the constitution.

And one more time for the slow, the Republicans couldn't block shit for a year. The Democrats had a super majority, and still couldn't get this mess passed. So stop with the lies that the Republicans held this up. It just isn't true.

Section 5 - Membership, Rules, Journals, Adjournment

Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behavior, and, with the Concurrence of two-thirds, expel a Member.

Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Houses shall be sitting.

As for this other part...

The Democrats had a super majority, and still couldn't get this mess passed. So stop with the lies that the Republicans held this up. It just isn't true.

This "mess" did get passed in both houses. WITH a supermajority in the Senate, mind you. Did Republicans really hold it up? No. But they have signalled that they're gonna use every possible parliamentary tactic they can to delay the final product from reaching the President's desk. This is why this is being done.

I was watching a comittee meeting yesterday on c span,, it was the usual back and forth talking points between dems and republicans,, DEM..." we want the American people to have health care just like we have, why would you Republicans deny the American people the same choices we enjoy?"

Repulican said "We offerered an ammendment in which we in the congress would join whatever health care reform bill was passed in this congress and you democrats voted it down unanimously"..

Now what does that little exchange tell you?

Repulican said "We offerered an ammendment in which we in the congress would join whatever health care reform bill was passed in this congress and you democrats voted it down unanimously"..

What was the nature of said ammendment?

How on earth can they think this is legal?

The biggest question for a court challege right now is who will have standing to oppose it?

It is legal...and it's constitutional.

Yup, it sure is.

No, it isn't 'constitutional' and you should be ashamed of yourself for saying people who want honest government are 'whiners.'

People like you are why corruption runs rampant and partisanship always trumps all.

I just posted why it's constitutional. For that matter, there will be a vote on it. It'll just be simultaneous with the reconcilliation bill. House members who don't like it being done that way will be able to vote against it.

IOW, the headline from your original post is misleading.

And no, I'm not ashamed of myself because whining is exactly what's happening. Looking at the rhetoric from Congressional GOPers the last few days shows it.

Let em try this, and we will see what the court says.

Just because Congress creates rules out of the blue doesn't make it constitutional.

And the fact you still call oposition to this swindle whining shows us all that you are a big gov stooge, not someone interested in true reform, which is needed and won't happen with this con job.

People on here are also nuts to think that opposition to this can't be used against Republicans just as Repubs will be using this against Dems this year. It goes both ways.

The truth of the matter is that this is not about healthcare and how it passes and what's in the bill. It's about the right hating Obama so much that they want every single thing he does to fail. No matter what it is.

Has there been any indication that this particular procedure will be taken to court? Personally, I can't see why this would happen, since the Constitution clearly gives the House the latitude to do this.

True reform would be a single-payer system (or at least something like Switzerland or Taiwan), which I am very much interested in. Isn't gonna happen for now, though. I see this as a small, imperfect step in the right direction.

More irony...President Obama said himself yesterday that what we need is a straight up and down vote.

Even HE understands that the "DEEM PASS" is political suicide.

___

Actually Obama was likely unaware of the option DEEM PASS until quite recently - the guy is an absolute moron when away from his teleprompted talking points.

As for Pelosi - she is engaging in the most aggressive manipulations of the Democrat process since FDR attempted to pack the Supreme Court.

This is getting downright astonishing in its implications folks - and more than a bit scary.

Obama, Reid, and Pelosi have devolved beyond mere liberal politicians. What is going on now appears far more sinister and dangerous.

Very-very troubling times for America.

Let us hope this legislation can be stopped, and in November the political reset switch be fully engaged...

I heard someone say today that if this thing is Deemed Passed, we should all just Deem Our Taxes Paid and withhold money until the beast is starved to death.

Was on Twitter. ;)

I assume the briefs for the constitutional challenge are already written.

I like the idea!

Unfortunately, with this seeming police state now emerging, the outcome would not prove favorable for many of us...:(

Sorry - your link in NO WAY justifies the use of Deem and Pass for legislation of this size and scope.

Pelosi has not the votes - and so, this option is being sent out as a test balloon in preparation for its use.

When the majority party cannot even get the votes, you know this legislation is a big stinking pile of special interest Big Government SHIT.

Nope, this is about trying to short-circuit the Senate from screwing things up again if it gets back to them for reconciliation. Repubs in both houses have already stated how they intend to use every delaying tactic at their disposal. It's only fair for the Dems to use tactics they have at their disposal, too.

It's legal, it's constitutional and tough shit for you Dem-haters who don't like it, because none of your arguments against it hold any water. None.

:D

Still think nan has the votes?

if she did, she wouldn't be resorting to such desperate measures

and Obama's not helping with his pledge not to campaign for Dem opponents to the bill, if he was smart he'd promise opponents he'd blanket their districts with his endorsements unless they supported him
