Wait a minute. So a person was careless when he intended to commit espionage? If someone is poised to commit espionage, I doubt if he is going to be careless.

"Intent" is not a marker for an FBI agent doing the same thing as Clinton did. "Mishandling TS material, or being extremely careless would be punished by firing or security clearance withdrawn."
