First off, FDR was commander in chief, the army would have done what he said. And secondly, speak for yourself, most Honky Americans were ok with blacks in the same army units.

The military was already small and stable in numbers by 1922, thus FDR had nothing to with it, then increased slightly during the late 1930's to 335,000 men then increased rapidly before we were even at war with anybody, reached 1.8 Million by the time Japan attacked us. while the President had to deal with strong Isolationist feeling of America.

Hitler WOULD HAVE been intimidated if America was already armed to the teeth in 1939. And that's the point. The H-Caust doesn't happen as Mr. Hitler's calculus would have been different.
