Maybe he read Mark Twain's story about attending on his funeral and was so enamoured with it he wanted to see how the world would react to the announcement of his death?
Yet...a letter who anyone could have written is really no proof of anything.
All the above could be just the regimes attempt to buy some time to get ready for what may happen when they do announce his death.
I still am inclined to think something is wrong with him...maybe not dead but getting there.
