BRUXELLES (AFP) - The recent economic downturn could push the European Union to adopt more modest ambitions in its fight against climate change.

Although the European Commission has said it wants to cut greenhouse gases by 20 percent by 2020, business leaders oppose the use of fines to oblige industry to reduce its emissions -- especially in the current economic crisis.

The cost to industry is estimated at some 44 billion euros per year between 2013 and 2020, with a tonne (1.1 US tons) of C02 costing 30 euros.

Business leaders have denounced the policy as a "tax", threatening to take their investments elsewhere and move their more polluting activities out of Europe.

Faced with the threat of job losses, governments are feeling the pressure.

"As the economic situation becomes more challenging, it's normal that government becomes more defensive on climate change as the required efforts will lead to additional costs in the short term," a senior Commission official told AFP on the condition of anonymity.

A number of European politicians are now speaking openly about diluting, or even abandoning the project.

But I know what you are saying. And until Corporations pay zero taxes and middle class citizens pay all the taxes, you'll never stop.

Just like anti abortion people. If they wanted to talk about lowering the number of unwanted pregnancies, we could work together, but they only want to ban all abortion, even in cases of rape.

Trickle down economics have been a complete and utter failure, it can't hurt to try something else. Not saying democrats have all the answers, but I can guarantee Republicans don't. Reagan was a terrible detriment to our economy as a whole in the 80's and Bush has been just as bad in his two terms. All they have done is increase spending and cut the amount that the government takes in each year. Real smart economic policy.

If you believe otherwise, you are the one that is poorly informed. I have done plenty of research on the Reagan Administration, and he was not the hero that all the conservatives make it out to be. Reagan's economic policy was horrendous, and Bush has been too worried about his "War on Terror" to care about what was going on back home. Over regulation caused this? Please explain that. Proving that democrats received more campaign money over the past twenty years from Fannie and Freddie does not tell me anything (there are a lot of Republicans on that list also). If anything, it just shows how fickle congress is. So because they received more contributions from them they are the cause of the melt down? Seriously, think about that and tell me it still makes sense.

The Dept of HHS is the largest section of the budget and there is nothing it does that the state and local governments cannot manage...except keep theoir congressional patrons in power. Federal welfare is a power-buying scheme filtered through an extra layer of bureaucracy.

If libs really cared about "the poor" (whose single biggest healthcare concern is obesity) they would stop washing the money through federal hands and get it back to the states that would be more responsive and tailored to the needs of the state in which it operates.

Not sure where you got your information, but my sources say that defense spending in the biggest expenditure area of our budget. Not by much (22% as opposed to 21%), but still more. I think you are right in that states are better equipped to deal with the problems involved in their given state. I also feel that I would rather spend my tax dollars on helping fellow Americans in dire situations then pouring more money into the machine known as the American military. I think there should be priorities on where our tax dollars go and military should not be the top one.
