Or imprisonment for an array of charges (if the evidence supports it). This is a National Security issue, he created a National Emergency which could have lead to nuclear war if a series of errors had occurred, and the world has been close many times, due to errors. At the very least, his job and that of his superior should be on the line. His boss forget the password for crying out loud, how does he stay employed or avoid demotion? I was quite surprised he wasn't fired, I thought it was a joke to be honest.

Hold him for questioning. If he doesn't speak, then piece the forensic details together and make a case against him if appropriate. You can't have Yahoos determining the laws of the land and placing their personal politics, ideology or sheer incompetence above citizens security. He is in a role that should not have participation ribbon recipients as employees.

Of course, if it was truly some odd mistake and he is just protecting himself from his incompetence, he shouldn't be charged. In this case, there needs to be an assessment of the system itself, and also, he must find a new role.

A scapegoat for what? Someone clicked the wrong button. S/He got careless. Most folks understand that shit /if/ the person steps forward and owns up to the mistake, shows some remorse for it. S/He already got transferred so not having them on that job anymore is enough "punishment" for most folks.
