Puerto Rico has used federal tax exemptions as a means to solicit US businesses. I wouldn't call that bragging. As for the claim that they 'whine about being independent' that's absolute nonsense. Puerto Rico has enjoyed it's relative independence. Their only objections have been when the federal government puts restrictions or impediments in their way, while withholding the freedom to handle their affairs. Those who have advocated statehood basically have been arguing that if the federal government is going to create special burdens on Puerto Rico as if it were one of the several states, then it should grant the full benefits of being one of them.

And if you do find a Puerto Rican bragging about not paying certain taxes, remind them that their education system, healthcare system, infrastructure, and government are complete disasters because of those taxes they don't pay. And the several they DO pay will never come back to the island in any meaningful way.
