Sure, except that they tried to shut down things they had no authority over, all to maximize the inconvenience to the citizens. Actually, only about 17% of the government actually stopped. Most of it kept right on going. The House was ready to fund the entire government save for one program, but Reid and Obama blocked everything instead. They temporarily slowed down government (The other dirty little secret is that no one actually lost any wages. They retroactively got any pay they missed).

Things were shut down that required little to no expense to keep open. In several cases they spent more keeping people out than they would have just leaving them open. That is democrats maximizing pain and inconvenience. Oh, Reid and Obama made sure of that.

Think about what you're saying. By admitting that government functions are non-essential, you are saying that they are good candidates for slashing from a bloated budget drowning in a sea of red ink.
