The worst defense of the now famous, "quid pro quo" phone-call is the focus on the "Whistle Blower." That mainly created the basis of further investigation of whatever was happening regarding Ukraine. The attack on the Whistle-Blower is that the information was actually third party. The further investigation now exposes just how much federal attention was happening: Just to create the smear of a political with misinformation--federally generated.
Third party information was available throughout the federal government, apparently.
So now the attack strategy is to discredit the people creating the apparently elaborate plot.

If the entire federal government, Executive Branch, was in on it: Then it was that deeply motivated with the Executive Branch--creating the phone call request for the phone call: Apparently crafted and known in advance.
And the GOP had no choice but to take the bait, putting Trump on the hook: Easily to be reeled in.
