Democrats were surprised to see urban children were excluded. And the GOP had some trouble explaining the history itself. But a spokeswoman confirmed that the intent of the bill is a pilot project in “rural areas” only.

You think they’d at least try to be less obvious about this stuff, but I guess not.

In the case of nutrition programs, the House bill seeks to open the door for starchy, white potatoes to be added to the list of qualified vegetables under the WIC supplemental feeding program for pregnant women and their young children.

And in a surprising twist, the bill language specifies that only rural areas are to benefit in the future from funding requested by the administration this year to continue a modest summer demonstration program to help children from low-income households — both urban and rural — during those months when school meals are not available.

It's a controlled pilot project for rural areas. What's the issue?

Because I have no doubt that there have been pilot projects in the past to help strictly urban children.

Just to back up a bit.

1) Do you agree that racism is bad?

2) Do you believe that racism exists?

3) The program discussed in the lead post was not the inception of a pilot program for rural areas. It was the cessation of the urban portion of a program wherein rural coverage was maintained. No rational explanation was apparently available to explain this decision. Do YOU have an explanation for cutting urban coverage while maintaining rural coverage in such a program?

Remember, "inner city"is one of the Republican code words for "black." Restricting this to not just rural kids, but rural Appalachian kids, is about as clear as saying "white kids only," wouldn't you say?

I mean, it's bad enough that Republicans are targeting school lunch programs for 'budget' cuts (instead of, you know, subsidies to big oil and gas companies, for example). But I guess that no one is going to have a problem with this if it's just black kids who go hungry, huh?

You know...it's astounding but I've driven through rural areas of the Carolina's, Georgia, Florida, & Alabama and there are TONS of black families living there!!! OMG...someone get these poor lost souls on a bus and get them to the inner-city!!!

Dude, if you wanted to make a documentary film on the right ways and the wrong ways to prepare for a hurricane you would use Florida as how to do things the RIGHT way and you would use Louisiana as the example of what NOT to do! Blame Bush? The debacle that happened in New Orleans falls squarely on the shoulders of Ray Nagin, Kathleen Blanco and the people of the city. When you do idiotic things Mother Nature seldom takes pity on you.

Local government had to request assistance from Federal agencies and they
did not do that right away...

Did they/you read the entire bill? You guys wanted to read every word in the ACA before signing it. Are you reading every word in this bill too? Hell, Republicans don't even write legislation anymore. Corporations through ALEC write the laws now and just hand it to their politicians who then turn in the bills without even reading them.

in response to Hurricane Frances, FEMA and other Federal response agencies took the following actions:

-- Delivered one hundred trucks of water and 280 trucks of ice to Jacksonville and 900,000 Meals-Ready-to-Eat
-- Sent over 7,000 cases of food (e.g., vegetables, fruits, cheese, ham, and turkey Disaster Medical Assistance Teams were on the ground and setting up comfort stations. FEMA community relations personnel will coordinate with DMATs to assist victims. -- Urban Search and Rescue Teams completed reconnaissance missions in coordination with state officials.

-- FEMA coordinated with the Department of Energy and the state to ensure that necessary fuel supplies can be distributed throughout the state, with a special focus on hospitals and other emergency facilities that are running on generators.

-- The Army Corps of Engineers provided tarps to tens of thousands of owners of homes and buildings that have seen damage to their roofs.

-- The National Guard called up 4,100 troops in Florida, as well as thousands in other nearby states to assist in the distribution of supplies and in preparation for any flooding.

-- The Departments of Health and Human Services, Veterans Affairs, and Defense together organized 300 medical personnel to be on standby.

-- FEMA is coordinated public information messages with Georgia, Tennessee, Alabama, and North Carolina so that evacuees from Florida can be informed when it is safe to return. -- In addition to federal personnel already in place to respond to Hurricane Charley, 1,000 additional community relations personnel were deployed to Atlanta for training and further assignment in Florida.

All of this aid was vitally important to Bush family political fortunes in the upcoming election of 2004. Disaster relief checks were in the mail within a week.

That, of course, was for a Republican State, with a Republican governor, the crony brother of the President. Republicans needed to act like they cared about governing, because they wanted people to vote for them three months later.
