Nope....Bonneville Power Administration was built and is owned by the United States Army Corps of Engineers ... a government entity ... the transmission lines are also owned by The Corps ... a government entity ... and the retail distribution is usually performed by the City ... a government entity ... there is no private business involved at any point (except maybe the printing of the monthly bills and other little trivial things like toilet paper) ...
City-folk have no other choice ... rural customers usually form local co-ops ... and there are a number of cities that have private companies to distribute retail electricity ... the important part you skipped over was the CHEAPEST ELECTRIC RATES IN THE COUNTRY ... rates to smelt aluminum with ... nowhere along the line is there profit ... none at all ...

TVA is how our gubbermint produces plutonium or enriched uranium for our nuclear weapons. They have several breeder reactors that produce them.
Well....actually our nuclear submarines and aircraft carriers produce the plutonium from the compact reactors. They get the plutonium removed from time to time when they get "refueled". Then usually shipped off to France for reprocessing and refinement. Well....at least they used to. They might have decided not to do so anymore. I haven't kept up as it's kinda boring.
But otherwise TVA burns a lot of coal to produce electricity. It comes from Virginia and Kentucky. The train boxcars are many and miles long when delivering the coal.
