True- in part. Minerals ownership on public lands and in public waters lies 100% with the U.S. government. When an agreement is made for the development of those minerals, consideration is given to the owner in return for the right to access and produce. That consideration includes the retention of a royalty interest by the owner- usually 12.5% of the gross revenue. By royalty is meant free and clear of any expenses of production. Other consideration may include a fee payment based on the acreage area of the land or waters.

The U.S. realizes billions of dollars each year from lease sales both on and offshore.
Royalty income from current production also brings in billions of dollars each year to the government.

And yes of course- we (U.S.) have no claim to the minerals underlying Cuban territorial waters.
