/---- As with Alaska and Hawaii, if any new states are added there would have to be two. One Red and One Blue to maintain the balance of power. In other words, if PR is a Blue state then the GOP would block admission. If PR were a red state then the Dem would block it. For this to happen, California (an example) would have to split. The northern half would go GOP allowing PR to enter as a Dem state. At least that is the way Will F Buckley explained it back in the 70s when PR first considered statehood.
